THE COMMITTEE first considered a personal telegram" from General Gairdner reporting the gist of statements made by General MacArthur regarding the delay in Japanese surrender in many areas and to the effect that at least two weeks must elapse between the arrival of Japanese at Manila and any landing in enemy occupied territory.

THE COMMITTEE agreed to take no action on this telegram. One of the functions of Admiral Mountbatten's liaison mission with General MacArthur was to make any necessary arrangements for co-ordination in the timing of landings in enemy occupied territory. It seemed desirable, however, that there should be no undue delay in accepting the Japanese surrender at places such as Penang and Hong Kong.
